From the manufacturer
Expand Your Wired and Wireless Network
Comes in a set of two adapters to quickly and easily expand your home’s Ethernet through your power outlets and into hard to reach areas using HomePlug AV technology.
To set up, plug one adapter into a nearby outlet and connect it to your router using the included Ethernet cable.
Then, take the second adapter and plug it in and connect it to any device, also using an Ethernet cable. Your powerline adapters should automatically detect and establish a strong AV600* connection.
Pressing the Wi-Fi Clone button along with the WPS button on your router will automatically copy the router’s SSID and Password, and establish your extended Wi-Fi network.

When using the repeater to clone the WiFi network for full coverage in my house, often devices won't automatically switch to the nearest AP. I end up getting poor signal when it should just switch to the closer AP.
My solution has been to give the repeater its own network name (ie: BasementWiFi) and manually choose it when I am closer to that AP.
Still get much better WiFi coverage, but it's not as seamless/automatic as I'd hoped.

This is not even due to distance, I tried connecting the receiver to a power socket 2m away from the transmitter and got the same speeds.
I might just keep this unit because I tried a few other cheaper wifi repeater type products and those performed worse. Buy this if you're okay with this speed drop. Otherwise, I'd say try getting a more expensive model - hopefully that'll perform better.
