The wall whale is a swimming pool brush with a spoiler. The tail works like the spoiler on a car to hold the brush against the wall with more than 10x the force of a normal brush.

This is a pretty genius idea using a simple principle of physics. Kudos to the guy who thought of it and marketed it.
I could not imagine using it with maximal angle as it creates a lot of downward force. The only drawback is that it is made of mostly plastic and over time and exposure to sun and chemicals it will break. However most pool equipment is like this, Ive changed my pool motors just as much. Over 8 years this will be my third one.
If it does break you can usually unscrew the fin part and attach it to any brush. I once attached it to a wire brush and that cleaned pool amazingly well. Also the screws that are used to attached it to the brush will usually strip off and come off, making it pretty unusable. However once that happens just by some deck screws of the appropriate length and screw those in. The manufacturer should consider doing this form the get-go. If noticed that the more of angle you use, the more force that is applied, and the more likely it is to break.
All pool equipment is made not to last but this one will last several seasons. Maybe longer if you store it out of the sun and rinse it off after use. I have used many pool scrubbing brushes and none come close to this. Also invest in a great pole. The poles have the same problem in that the plastic collars usually break or loose their grip over time. When you use this brush you will be transmitting a lot of force so you need a good pole as well.
