It says Speed performance rating: Class 4. Does it mean it is a slower card?

Slower than what? I have this card in a drone and records 4K video with no issues.

The short answer is no. Memory card ratings are very confusing and the important number here is the V number, the higher the number the faster. This card is very fast, ideal for most video and photos up to 4k+ take a look here for more info on standards. This is the newest card so you will get speeds up to 160MB/s

hi, best to check sandisk official website for the full specs-SANDISK EXTREME microSDXC UHS-I CARD (which i have before purchasing it, refer below for the specs i got from the website)
I have been using mine (with my android HTCU11 smartphone) for a few months now and so far i have no issues with the speed either watching or recording videos and taking photos.
