Does the app work outside the network on which it is registered? I.e - control it from 4G when it is on a home network.

If the unit is installed on a network which is connected to the Internet you can use it from anywhere you are on the Internet. I turn on an old style box airconditioner, exhaust fans, computer screens (bank of 4 on one PC), Christmas lights (after 30 Nov of course) and the hot water booster (via relay) all with separate Smart plugs all linked using Google Assistant with either voice commands or via scheduling. Great little devices.

Sorry I don’t know haven’t tried to be honest - you might have to contact TP-Link support.

Yes you can use your phone to control the light switch/plug when you’re away and on the 3G/4G phone network!

I suggest to check the app manufacturer site. For me it is a wifi plug not aware that it is compatible with 4g
