If I understand correctly, you want to plug your modem/router into this? You will be able to turn it off, however as soon as you do this you will not be able to remotely turn it back on as you will have lost internet connectivity

If your router was plugged into the device you would be able to turn off the device. But not turn it back on remotely as the router would be off.

I do not know what you mean by power cycle, but once you have cut the power to your router by means of the smart plug you also severed access to your smart plug and lost the ability to power it up remotely.
